Аннотация: В статье раскрываются условия обеспечения доступности ранней помощи в Российской Федерации с учетом соотношения численности детей-инвалидов и видов помощи, в которых они нуждаются для преодоления барьеров, препятствующих им в получении услуг на объектах социальной, инженерной и транспортной инфраструктур наравне с другими лицами. Отмечается высокая значимость и актуальность данной темы для современной дефектологической науки и практики. Приведенное соотношение численности детей-инвалидов и видов помощи, в которых они нуждаются на объектах социальной, инженерной и транспортной инфраструктур, дает четкое представление о процентном отклонении темпа роста числа детей раннего возраста, имеющих те или иные нарушения развития. Детально проработаны авторами актуальные нормативно-правовые акты, регулирующие взаимодействие различных министерств по вопросам организации ранней помощи в Российской Федерации. В рамках исследования производился анализ открытых сведений федерального реестра инвалидов (детей раннего возраста), необходимых для организации условий обеспечения доступности ранней помощи в Российской Федерации. Отмечена важность осуществления координации деятельности и обмен данными различных ведомств для определения единых подходов, расчета норм и разработки стандартов предоставления услуг по комплексной социальной реабилитации и абилитации (включая раннюю помощь) с учетом разных целевых групп.

Abstract: The article discloses the conditions for ensuring the availability of early intervention in the Russian Federation, taking into account the ratio of the number of children with disabilities and the types of assistance they need to overcome the barriers that prevent them from receiving services at social, engineering and transport infrastructure facilities on an equal basis with other persons. The authors note a high significance and urgency of this topic for modern defectological theory and practice. The given ratio of the number of children with disabilities and the types of assistance they need to overcome barriers that prevent them from receiving services at social, engineering and transport infrastructure facilities on an equal basis with other persons, gives a clear idea of the growing percentage of the infants with this or that developmental disability. The authors have worked out in detail the current normative-legal acts regulating the interaction between various ministries on the organization of early intervention in the Russian Federation. As part of the study, an analysis was made of open data from the federal register of persons with disabilities (infants), necessary for organizing the conditions for ensuring the availability of early intervention in the Russian Federation. The study notes the importance of coordinat-ing activities and exchanging data between various departments and agencies to work out common approaches, calculate norms and develop standards for the provision of services for comprehensive social rehabilitation and habilitation (including early assistance) taking into account different target groups.
