Аннотация: В статье рассматриваются понятие и содержание технологии ранней помощи, проводится ретроспективный анализ ее развития в Российской Федерации и за рубежом. Представлен опыт организации системы ранней помощи в Пермском крае, сложившейся в виде трехуровневой модели. На макроуровне раскрывается содержание и специфика реализации механизмов межведомственного взаимодействия, обозначены проблемы и перспективы их реализации. Мезоуровень представляет собой организацию деятельности служб ранней помощи в учреждениях различной ведомственной принадлежности. Приводится характеристика развития и деятельности Службы ранней помощи в системе социального обслуживания, описываются результаты ее работы. В качестве микроуровня рассматривается оказание услуг ранней помощи ребенку и его семье. Описывается модель реализации технологии ранней помощи в Службе ранней помощи, действующей на базе учреждений социального обслуживания Пермского края. Содержательно раскрывается взаимосвязь макро-, мезо- и микроуровней формирующейся системы ранней помощи, определяются механизмы взаимодействия элементов системы друг с другом, а также проблемные вопросы, связанные с развитием и реализацией данных механизмов. Обосновывается необходимость развития и поддержания этого взаимодействия в целях наиболее эффективной реализации технологии ранней помощи.

Abstract: The article deals with the concept and the content of the technology of early rehabilitation and carries out a retrospective analysis of its development in the Russian Federation and abroad. The authors present the experience of organizing the system of early rehabilitation services in Perm Kray as a three-level model. At the macro-level, the model describes the content and the specificity of realization of the mechanisms of interdepartmental cooperation and high-lights the problems and perspectives of their realization. The meso-level deals with the organization of activity of the services of early rehabilitation in institu-tions of various departments and agencies. The study characterizes the development and activity of the Service of early rehabilitation in the system of social services and describes the results of its work. The micro-level includes provision of early rehabilitation services to the child and their family. The process of development of the practice and the results of the Early Help Service in the system of social services are described in this article too. A model of realization of the early rehabilitation technology in the Service of early rehabilitation functioning on the base of the institutions of social services of Perm Kray is given. The article describes the interconnection between the macro-, meso- and micro-levels of the system of early rehabilitation and deter-mines the mechanisms of interaction of the elements of the system with each other, as well as the problematic issues associated with the development and realization of these mechanisms. The authors substantiate the need to develop and support this interaction with the pur-pose of more effective realization of the technology of early rehabilitation.
