Аннотация: В статье описывается организационно-содержательная модель системы комплексного сопровождения детей с тяжелыми множественными нарушениями развития (ТМНР). Модель разработана с целью организации системы комплексного сопровождения детей с ТМНР, веду-щей к социализации детей данной категории путем обеспечения доступности и качества их комплексной реабилитации и абилитации. Разработка модели системы комплексного сопровождения детей данной категории была осуществлена в рамках пилотного проекта Министерства труда и социальной защиты Российской Федерации по отработке подходов к формированию системы комплексной реабилитации и абилитации инвалидов, в том числе детей-инвалидов. Организация системы комплексной реабилитации и абилитации детей с ТМНР предусматривает наличие принципиально важных условий: комплексности и системности мероприятий реабилитации и абилитации, непрерывности процесса комплексного сопровождения, конструктивности взаимодействия и преемственности в работе специалистов и организаций, профессионализма кадров и доступности мероприятий реабилитации и абилитации. Модель системы комплексного сопровождения детей с ТМНР включает следующие взаимосвязанные блоки: нормативно-правовой, управленческий, системный и блок контроля и оценки. В статье представлены предложения по развитию системы комплексного сопровождения детей с тяжелыми множественными нарушениями развития: унификация междисциплинарного терминологического аппарата; совершенствование региональных правовых документов в области нормативного определения категории детей с ТМНР; создание координационного совета для разработки детального плана внедрения предложенной модели и др.

Abstract: The article describes an organization and content model of the system of complex support for children with severe multiple developmental disorders (SMDD). The model has been designed with the purpose of organization of the system of complex support for children with SMDD, enhancing socialization of the children of the given category via granting accessible and high quality complex rehabilitation and abilitation. The design of the model of the system of complex support for the children of the given category has been carried out within the pilot project of the Ministry of Labor and Social Protection of the Russian Federation aimed at specification of the approaches and formation of the system of complex rehabilitation and abilitation of persons with disabilities, including children. Organization of the system of complex rehabilitation and abilitation of children with SMDD presupposes the creation of principally important conditions: complex and systemic character of rehabilitation and abilitation activities, continuity of the process of complex support, constructive interaction and succession in the work of specialists and institutions, professionalism of the staff, and acces-sibility of rehabilitation and abilitation activities. The model of the system of complex support for children with SMDD includes the following intercon-nected blocs: normative-legal, adminis-trative, systemic, and control and assessment blocs. The article contains recommendations on the development of the system of complex support for children with SMDD: unification of inter-disciplinary and terminological apparatus; elaboration of regional legal documentation in the field of normative definition of the category of children with SMDD, creation of the coordinating council for the development of a detailed plan of implementation of the suggested model, etc.
